Mr. Phillip Carter

Phillip Carter is an adjunct professor of law at Georgetown University, where he teaches a course on corporate national security and a course on military personnel, veterans issues, and civil-military relations. Mr. Carter currently practices government contracts and national security law in the private sector; previously he was a senior researcher and program director at the RAND Corporation and CNAS, served in the Department of Defense, and served as an Army officer.
